It was from Dr Smith's mistaken view of the effect of these taxes that he was led to the conclusion that "the middle and upper ranks of people, if they understood their own best interests, should always stand up. oppose all taxes on necessities. of life, as well as all direct taxes on labor wages. " This conclusion follows from his reasoning," that the final payment of one and the other falls entirely on themselves, and always at a considerable additional cost. They weigh most heavily on the owners, who always pay twice; in that of landlords, by reducing their rent, and in that of wealthy consumers, by increasing their expenses. Sir Matthew Decker's observation, that certain taxes are in the price of certain goods, sometimes repeated and accumulated four or five times, it is perfectly fair with regard to taxes on the necessities of life. In the price of leather, for example, you have to pay, not only the tax on the leather of your shoes, but part of that on those of the shoemaker and the tanner. You must also pay the tax on the salt, on the soap and on the candles which these workers consume while they are employed in your service, and for the tax on the leather, that the salt shaker, the soap maker and the candle maker consumes, while being employed in their service.
